How long does it take for me to receive my FRANK Credit / Debit Card?
Once we receive the complete application form and necessary documents from you, it takes 2 weeks for your FRANK Credit / Debit Card to reach you via mail.
The cards are made to order and only prepared, printed and embossed when you apply.
Be sure to fill in the application form completely, and don't forget the required documents (stated on the form), so we can get your card to you!
Can I request for paper statements for my FRANK Credit Card?
FRANK Credit Cards come with electronic statements only, no paper statements will be issued. Your electronic statements will be generated on the last day of the month. As soon as you receive an email notification, you can log in to OCBC Online Banking
to view it.
If you have just received your new or replaced card, you would need to activate it before use.

Am I eligible to earn OCBC$?
From 8 January 2013, all FRANK Credit Cards will earn cash rebates on their credit card transactions instead. For more information please read the terms and conditions governing the FRANK Rebates Programme.
I am holding a FRANK Credit Card issued before 8 January 2013, what will happen to the OCBC$ I have earned?
If you do not hold any other OCBC credit cards, you will see your earned OCBC$ on your FRANK Credit Card until 8 February 2013.These OCBC$ will be converted to cash rebates on 8 January 2013 and will be used to offset your February bill.
If you hold have earned OCBC$ under other OCBC credits cards, your OCBC$ will still be available for redemption.
How can I use my cash rebates?
The cash rebates will automatically offset against that month's billed amount.
I have SmartChange linked to my FRANK Credit Card. Do I get the cash rebates too?
No, you will not receive cash rebates. SmartChange customers were previously excluded from the OCBC$ earning and are excluded from the current FRANK Cash Rebates Rewards Programme in the same way.
To qualify for the 6% cash rebate, there is a minimum $500 retail spend requirement. What is considered valid retail spends?
Valid retail spends are purchases charged to your FRANK Credit Card. And these purchases are for products and services and do not include fees and charges. The below are not considered as retail spends:
Annual card fees, Cashwise facility, Instalment Payment Plan, income tax, interest, late payment charges, goods and services taxes, cash advances, balance transfers and other fees and charges.
What transactions will qualify for the 6% rebates?
Only online retail transactions and NETS FlashPay Auto Top-Up amounts will qualify for the 6% rebates. Online retail transactions are defined as goods or services you buy via the internet and pay with your FRANK Credit Card.
These transactions are excluded from the calculation of cash rebates:
(a) Payments made via telephone or mail order;
(b) Subscription and recurring payments;
(c) Payments to government institutions;
(d) Payments to financial institutions (including banks and brokerages);
(e) Payments to insurance companies;
(f) Utility bill payments;
(h) Payment of funds to prepaid accounts and merchants who are categorised as “payment service providers”;
(i) Payments to schools, hospitals, professional services providers and payments for parking lots;
(j) Payments of membership fees to clubs and associations;
(k) Payments made via online banking;
(l) Any other transactions determined by OCBC from time to time.
Which online portals / websites can I spend and earn rebates on?
All online retail transactions made via the internet will be eligible for the 6% cash rebates. For your easy reference, we have an extensive list of common websites that our customers visit to enjoy cash rebates. These merchants include Zalora, ASOS, Apple, Amazon, Qoo10, eBay, Dealguru, KFC Delivery, Sistic and many more.

What transactions will qualify for the 0.5% rebates?
Valid retail spends which are purchases charged to your FRANK Credit Card will be eligible for the 0.5% cash rebates.
When will I receive the cash rebates?
The cash rebates will be credited to the following month's statement to offset your Credit Card bill. For example, rebates earned for the transactions made in January will be credited at the end of February to offset the February bill.
NETS FlashPay (Updated as at Nov 2013)
What is NETS FlashPay?
FlashPay is a contactless card used for everyday payments such as food, groceries and transport. It is accepted at more than 50,000 retail points including fast food outlets, convenience stores, supermarkets and food courts. FlashPay is also accepted for use on all MRT/LRT, public buses, Comfort/CityCab and SMRT taxis and for ERP and CEPAS-compliant car park charges.
Where can I use NETS FlashPay?
- Tap your FlashPay card at the MRT or LRT fare gates and bus fare readers when you see this acceptance mark
For ERP & Car Parks
- Use the FlashPay card to pay ERP charges and fees at car parks that have been upgraded to accept CEPAS compliant cards
Does the FRANK Credit Card come with NETS FlashPay Auto Top-Up (ATU)?
Yes, all FRANK Credit Cards are automatically registered. To activate, simply tap for your card at MRT/LRT, public buses, ERP and EPS Cepas2 car parks. The ATU of S$50 will be charged to your FRANK Credit Card and there is a top-up fee of S$0.25 each time (waived until 31 December 2014).
Can I activate/trigger the Auto Top-Up (ATU) at any NETS FlashPay reader or terminal?
The NETS FlashPay ATU feature will only work when you tap your card for MRT/LRT, public buses, ERP and EPS Cepas2 car parks. However, the NETS FlashPay purse can be used at any outlet with a NETS FlashPay reader or terminal.
How does the 6% rebates on NETS FlashPay Auto Top-Up (ATU) amount work?
Each time the ATU feature is triggered, S$50 will be charged to your FRANK Credit Card. If you spend at least S$500 in a month, the first two ATU transactions will earn 6% rebates (up to $6). The ATU rebates are included in the combined $60 cap for online and ATU rebates.

You can top up your FlashPay Card at the following locations:

Does the rebates cap of S$60 include both online and NETS FlashPay ATU transactions?
Yes, the monthly rebates cap of S$60 is for both online and NETS FlashPay transactions (up to first two ATUs).
Will manual top-up for my NETS FlashPay purse earn 6% cash rebates?
No, the 6% cash rebates are only applicable for the S$50 ATU amount charged to your FRANK Credit Card.
What is the difference between NETS FlashPay and VISA payWave?
NETS FlashPay and Visa payWave are two different contactless payment features on the FRANK Credit Card. NETS FlashPay is a stored value facility, whereby NETS Pte Ltd is the holder and operator. Each time there is insufficient value in your NETS FlashPay purse, the Auto Top-Up (ATU) feature is triggered and S$50 will be charged to your FRANK Credit Card. The S$50 can then be used for transactions at any NETS FlashPay terminal or reader.
Visa payWave is a Visa feature that allows customers to make faster and easier transactions for purchases below S$100. All Visa payWave transactions are charged directly to your FRANK Credit Card.
Can I choose not to take up NETS FlashPay Auto Top-Up (ATU) feature?
For now, all FRANK Credit Cards come pre-registered with the NETS FlashPay Auto Top-Up (ATU) feature.
How do I get a refund of the amount inside my NETS FlashPay ATU facility?
Deactivate the ATU service at any iNETS kiosk first. After 14 working days, the deposit will be returned to you and you can then perform an instant refund of the remaining stored value in the card at the TransitLink Ticket Office or OCBC ATMs.
What if an error message shows when I try to use the NETS FlashPay feature?
If you see an error message when using your card, this could be due to the following reasons:
- There are multiple cards detected at the same time when tapping your wallet
- There is less than an interval of 3 calendar days between the current ATU and the next ATU. Assuming your card received an ATU of S$30 on Monday, the next time an ATU can be performed on your card is on Friday of the same week.
If it is due to a faulty NETS FlashPay purse, please apply for a replacement card by visiting any OCBC Branch/FRANK Store or call our OCBC Customer Service Hotline at 1800 363 3333 (24 Hours).
How does the NETS FlashPay Auto Top-Up (ATU) facility work?
For your convenience, no registration or activation is required. The ATU facility will be triggered when the remaining stored value in your NETS FlashPay purse is insufficient to pay for your next NETS FlashPay transaction. The ATU will be triggered when you tap your card for MRT, public buses, ERP and EPS Cepas2 car parks and will be charged to your Frank Credit Card. The first two ATU transactions will be able to enjoy 6% rebates (up to $6).
What should I do if I'm not interested in the NETS FlashPay ATU facility?
You can deactivate the NETS FlashPay ATU facility at any iNETS kiosk.
- Press <NETS FlashPay/CashCard>
- Select <NETS FlashPay>
- Select <More Services>
- Select <De-activate ATU>
- Select <Proceed>
- Place FlashPay card on Reader
- Please wait for the transaction
- De-Registration of ATU is complete. ATU Deposit will be credited to Bank Account after 14 working days.
Once the ATU deactivation is successful, you'll receive a receipt and you can continue to use your FlashPay purse as per normal.

I do not want to deactivate my NETS FlashPay, but I also do not want to use it now. What can I do?
As long as you do not tap your card at any transit points or retailers with NETS FlashPay readers, you will not be using the NETS FlashPay on your card. To prevent accidental usage, do keep the FRANK Credit Card away from your EZ-link card.
Can I change the NETS FlashPay ATU amount?
No, the default ATU amount for FRANK Credit Card is fixed at S$50 per top-up.
What happens to the stored value in my NETS FlashPay purse when my FRANK Credit Card is replaced or cancelled?
Remember to process your refund of the remaining stored value in the NETS FlashPay purse before you cut up the card or return the card to us!
For cards with NETS FlashPay ATU facility, you can:
||Deactivate the ATU service at any iNETS kiosk first. You can then proceed with an online refund after 10 working days at any iNETS kiosk, OCBC ATM, TransitLink Ticket Office or NETS Customer Service Counter.
||2) Complete the FlashPay Admin Form and submit your card for deferred refund at any TransitLink Ticket Office or NETS Customer Service Counter. The remaining value will be credited to the bank accountindicated on the form within 14 working days.Please note that the refund can only be credited into a current or savings account (credit card accounts are excluded).
|If you've already deactivated the NETS FlashPay ATU facility previously, you can proceed to process your refund at any iNETS kiosk, OCBC ATM, TransitLink Ticket Office or NETS Customer Service Counter directly.
What should I do if my card is lost / stolen?

If you call the NETS hotline after office hours, simply leave your name and contact number to lodge a loss / stolen card report. NETS will cancel the NETS FlashPay ATU facility within 48 hours of receipt of the report.
Can I get a refund of my stored value if my card is lost / stolen?
Yes if you have not deactivated your NETS FlashPay ATU facility previously. You will need to submit a refund form to NETS to process the refund of the remaining stored value in the card.
If you've deactivated the NETS FlashPay ATU facility previously, you'll NOT be able to get your refund, just like the general ez-link / NETS FlashPay cards.
